Pre Launch Property Chennai — What EOI Really Means 2026

Pre launch property Chennai deals can save 5–10% — and they are also the only stage where the law does not protect you.

Governed by: RERA Act 2016, Section 3  |  Regulator: TNRERA  |  Our Rating: use with care

Our verdict: EOI is fine if the cheque is refundable and receipted. Anything called a booking before registration is not legal, whatever the paperwork says.

What pre-launch actually is

A pre launch property Chennai offer is a sale made before the project is registered with the Tamil Nadu Real Estate Regulatory Authority. The developer owns or controls the land and has a design, but has not yet obtained the registration that makes selling lawful. Everything at this stage rests on the developer’s word rather than on a filed document.

Section 3 of the Real Estate (Regulation and Development) Act 2016 is unambiguous. No promoter may advertise, market, book, sell or offer for sale any apartment in a project without first registering it with the authority, where the land exceeds 500 square metres or the project has more than eight apartments. Almost every apartment project in Chennai crosses that threshold comfortably.

So the discount you are offered is not a reward for being early. It is the price of taking on the risk the regulator would otherwise carry for you, and it is worth roughly 5 to 10% on most Chennai launches.

EOI, booking, allotment: three different things

Stage What it means for you
EOI A queue token. Should be fully refundable, receipted, and carry no unit number.
Allotment A specific unit named to you. Should only happen after registration.
Booking A sale. Unlawful before registration, regardless of what the form is titled.
Agreement of sale Registered contract with a statutory handover date and penalty clause.
Safe to pay Refundable EOI only, until the registration number exists.

Developers blur these deliberately, and the blurring is where buyers get hurt. An expression of interest that names your tower, floor and unit number is not an expression of interest; it is a booking in a different font, and it carries every risk a booking carries.

The test is simple. Ask whether the amount is refundable in full, on demand, without a deduction, and ask for that in writing on the receipt. A developer confident in their timeline will agree without argument.

What you lose by going early

Registration is what creates the protections most buyers assume they already have. It fixes a handover date the developer can be penalised for missing, it puts 70% of your money into a project-specific escrow account, and it publishes the approved plan so later changes need your consent.

None of that exists before the number is issued. If the project is delayed by three years, there is no statutory date to have been missed. If the layout changes, there is no registered plan to have departed from. You have a civil claim, which is slower and far more expensive than a TNRERA complaint.

Your bank knows this too. No lender will disburse a home loan against an unregistered project, so a pre-launch commitment is unfunded by definition until registration arrives. That alone caps how much you should ever have at stake.

When it is reasonable anyway

Pre-launch is not automatically a bad idea, and plenty of Chennai buyers have done well from it. The variable that matters most is the developer. A listed builder with completed projects in the same city has a balance sheet and a reputation that make abandonment implausible in a way a first-time local promoter’s do not.

A reasonable pre launch property Chennai position looks like this: a developer with delivered projects nearby, a refundable and receipted EOI, no unit allotted yet, and no intention of paying anything further until the registration number is published on the TNRERA portal. That gets you queue priority at close to zero exposure.

An unreasonable one looks like a 10% payment to an unlisted promoter with no delivered stock, in exchange for a discount and a floor plan. The savings on a Rs 1.3 Cr flat are around Rs 10 lakh; the downside is the whole amount plus years of your time.

How to verify before you pay

Every pre launch property Chennai claim should survive two checks before any money moves. Search the TNRERA portal by project name and by promoter name, because projects are sometimes registered under a subsidiary entity you have not been told about. If nothing comes up under either, the project is genuinely unregistered rather than merely hard to find.

Then check whether the project appears on the developer’s own website rather than only on channel-partner microsites. Several Chennai pre-launches circulate entirely on partner sites, which carry disclaimers in their footers saying they are not the official developer website. That is legal and common, and it also means nobody at the developer has stood behind those numbers.

We currently track one Chennai pre-launch on this basis: Brigade Vanagaram, where the builder is strong but registration is still pending. Our full review sets out exactly which figures are confirmed and which are not.

The rule we give clients

Never let an unregistered project hold money you would be upset to lose. In practice that means a refundable EOI and nothing else, no matter how convincing the urgency in the sales call is. Genuine allotment pressure resumes after registration, and you will still be in the queue.

If you want registered stock instead, Chennai has plenty. Our area guide covers where the registered supply sits across OMR, west Chennai and the central corridor, and what each costs per square foot today.

Pre-launch rewards patience more than speed. The buyers who do well are the ones who registered interest early, paid almost nothing, and waited for the number before treating it as a purchase.
